Uploading at 200 on OCN shouldn't be an issue at all, I know I do it regularly.
And this came out of the blue ? Never had that problem before ? One day you just torrented and noticed that suddenly ? Could you have maybe ignored a warning from OCN about some illegal torrents and now they're acting like that ?
Whatever it is, you should call OCN, it looks like a problem either on their side or on the router. Make sure you call after trying the unplugged router first, since it's the first thing they'll tell you to do.

(i know im no expert but)
just so others dont get scared about OCN, i downloaded several (700mb) movies this weekend using OCN + Utorrent.
i may have fiddled with the settings a couple years ago to get better performance, but i cant recall what i did. (oops)
i usually download no more than 4 torrents at a time.
i was getting a combined download speed of 1Mb/s+ (~200-400kb/s each torrent).
of course, i was downloading torrents with the most # of seeds, so im sure this helped alot.
